Position Description

Serving as a member of the Parks and Recreation Department senior staff, reporting to the Director, the purpose of this position is to provide support to the department and its director by performing planning and research activities to strategically support department operations.  This includes preparing and conducting research and analysis for forecasting current and future department operational and capital demands.  This is accomplished by analyzing department expenditures and revenues, including the implementation, monitoring and evaluation of a service cost recovery program, managing data collection, and analyzing department functions.  The analyst interacts and coordinates with department divisions; reviewing and analyzing their budget requests; providing information and recommendations to staff; preparing financial forecasts and compiling data for staff.  Other duties include managing and updating the department’s business plan, managing and developing the department’s budget process, recommending policies, maintaining benchmarks and performance measures, and serving as the department’s technology advisor and software manager.  

Typical Tasks

 

  • Analyze and monitor budget, including expenditures and revenue targets.
  • Ongoing implementation of the department’s fee schedule and cost recovery program.
  • Assist divisions with budgetary questions, review change requests, identify budget issues and recommend corrective measures.
  • Takes a lead role in completion of the department’s annual budget submittal and department business plan: compiles and reviews requests, analyzes information for trends and compliance, meets with divisions and managers on requests, reviews revenues, fees and trends, recommends funding levels.
  • Takes a lead role in developing performance measures: compiles performance data, supplying justifications, coordinating information with division heads/managers.
  • Works with Division heads and managers to research grant opportunities; assists in grant application development and submittal.
  • Analyzes business needs, workflows, and business processes to determine areas and    opportunities for improvement.  Provides recommendations based on the data and assists staff in understanding data sets and their context.
  • Provides consultative support to the department on technology issues; serves as the primary department liaison to RecTrac technology support, other software support teams.
  • Serves as a department liaison in committees and meetings.
  • Serves as a backup manager for the department’s webpage.
  • Additional duties as assigned by department director.

 

Qualifications

Education and Experience:
Bachelor’s degree in Business, Public Administration, Finance, Policy Analysis or related field of study; and three years of relevant experience; or equivalent combination of education and experience.

  • Valid driver's license
  • Knowledge of business and management principles involved in strategic planning, resource allocation, budget principles, leadership technique, production methods, and coordination of people and resources.
  • Ability to motivate and persuade individuals and groups into action.
  • Ability to collect, compile, interpret data with strong quantitative analysis capability. 
  • Ability to effectively collaborate with departmental staff, build consensus, and deliver ambitious budget planning and strategy milestones.
  • Ability to Identify complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to foster a culture of trust and respect.
  • Excellent communication skills, both verbal and written.
  • Excellent facilitation skills and presentation skills.

PHYSICAL DEMANDS:
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

WORKING CONDITIONS:
This position generally requires work indoors/office setting.

Applicant Status Updates:  After the closing date for this position, applications will be screened by Human Resources. Health Benefits are offered to employees working at least 30 hours per week. 

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.  
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
 - NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

 - Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
 
Paid Leave (offered to employees working at least 1,000 hours annually*): 
 - Sick Leave - 12 days accrued each year
 - Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
 - Holidays - 12 paid holidays annually
 - Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
